The difference between salaries and stipend is rapidly shrinking as the war for talent has increased. Most of the rise in stipend structures is driven by companies which are in the startup phase, and are funded by large VCs. Most of the high paying stipends are for jobs and skills in which there is short supply of talent in the early stages, such as research and technology.
