The Narendra Modi government's first Budget has not only laid out its vision for fixing the economy, it also sets the foundation for its next Lok Sabha election campaign with its focus on providing training and employment opportunities for the youth, many of whom would be first-time voters in 2019. Prime Minister Modi had said last month the country should be known as Skill India instead of Scam India. Finance Minister Arun Jaitley has picked up the cue, announcing a new national programme called Skill India to impart employability and entrepreneurship skills to the youth by merging various schemes from across ministries. He also proposed changes in the apprenticeship law that governs the on-the-job training scheme to make it more 'responsive to industry and youth.'
