The Delhi government is set to implement a human resource management system (HRMS) to automate payroll, invoicing and salary processing, as part of a broader push to digitise administrative functions, officials said on Wednesday.
The system will be built on a centralised digital database of government employees and is intended to improve efficiency, accuracy and oversight in human resource and finance operations, PTI reported.
According to officials, the project will deploy a customised HR, payroll and finance management software solution, integrating human resource functions with existing accounting systems and data sources.
The implementation will be overseen by Intelligent Communications Systems India Limited (ICSIL), a joint venture between the Centre and the Delhi government. ICSIL will execute the project through a concessionaire selected via a competitive bidding process.
The HRMS will feature role-based access for 35 users, along with real-time dashboards and analytics tools to support monitoring and decision-making.
Scope and scale
The system is designed to manage a centralised employee database of around 7,500 staff, with the capacity to scale up to 20,000 employees if required, the tender document stated.
Core modules will cover attendance and leave management, workforce administration, transfers and promotions, organisational structures, and statutory compliance, officials said.
A dedicated payroll module will allow for real-time uploading and verification of attendance data for outsourced employees, before forwarding it to the finance division for processing.
The finance component of the HRMS will enable real-time tracking of payments against e-tax invoices, automated salary calculations in line with applicable rules, and financial analytics, PTI reported.
Officials said the system is expected to reduce manual intervention, minimise errors and provide greater transparency in employee-related expenditure.
The rollout reflects a wider trend among government bodies to modernise back-office systems and improve administrative control through technology. Once implemented, the HRMS is expected to become a foundational platform for people management and financial operations within the Delhi government.
