Pushp Kumar Nayar set to become Director (HR) at Bharat Petroleum

PESB recommends BPCL’s Executive Director (HRD) for board role; final appointment awaits Cabinet approval.
The Public Enterprises Selection Board (PESB) has recommended Pushp Kumar Nayar for appointment as Director (Human Resources) at Bharat Petroleum Corporation Limited (BPCL), marking a key leadership move at the state-run energy major.
The recommendation was made during PESB Meeting No. 16/2026 held on 24 February 2026, following interviews with senior HR leaders from BPCL and other public sector enterprises. The appointment is subject to approval by the Appointments Committee of the Cabinet (ACC).
Nayar currently serves as Executive Director (HRD) at BPCL. His elevation signals continuity within the organisation’s leadership ranks, as the company navigates expansion, digital transformation and shifts in the energy market.
The selection process included candidates from BPCL, Indian Oil Corporation Limited, GAIL (India) Limited, NTPC, Grid Controller of India Limited and the Ministry of Railways, among others. Nayar emerged as the recommended candidate after a competitive evaluation process conducted by the PESB.
As Director (HR), he will oversee workforce policy, industrial relations, leadership development, succession planning and performance management across BPCL’s nationwide operations. The role also carries responsibility for talent acquisition, diversity initiatives and long-term human capital strategy.
BPCL, a Schedule ‘A’ Maharatna Central Public Sector Enterprise, operates across refining, marketing and distribution of petroleum products and is expanding into cleaner energy segments. Strengthening HR leadership is considered central to managing organisational scale and capability during this transition phase.
Nayar brings extensive experience in human resource development, organisational strategy and workforce transformation, having worked across multiple HR portfolios within BPCL. His familiarity with the company’s institutional framework is expected to support policy continuity and execution at the board level.
The final appointment will take effect once cleared by the ACC. With the recommendation in place, BPCL is poised to reinforce its HR governance structure as it advances its strategic growth and energy transition agenda.
