Unemployment rate dips to 3.2% as India adds nearly 17 crore jobs

Labour Ministry data shows sharp rise in employment and fall in joblessness, with women and youth driving workforce gains.
India has added nearly 17 crore jobs in the past six years, with the unemployment rate declining to 3.2 per cent in 2023-24, according to the Ministry of Labour and Employment.
The Ministry said employment rose to 64.33 crore in 2023-24 from 47.50 crore in 2017-18, a net addition of 16.83 crore jobs. During the same period, the unemployment rate dropped from 6 per cent to 3.2 per cent, which officials described as evidence of stronger workforce absorption into productive employment.
Youth unemployment, which had stood at 17.8 per cent in 2017-18, fell to 10.2 per cent in 2023-24, bringing it below the global average of 13.3 per cent. Labour and Employment Ministry officials said the fall reflects broader job creation across sectors and improved opportunities for younger workers.
The data also highlighted the rising role of women in employment growth. More than 1.56 crore women entered the formal workforce over the past seven years, reflecting a gradual increase in female labour participation.
Government officials attributed the gains in part to targeted programmes aimed at supporting women’s entrepreneurship and skilling, including the Lakhpati Didi scheme and vocational training initiatives.
Self-employment accounted for 58.4 per cent of total jobs in 2023-24, marking a significant shift in the composition of work. The Ministry said this trend was fuelled by the expansion of startups and Global Capability Centres (GCCs), which have opened new opportunities in technology, services and manufacturing.
India has nearly 2 lakh startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT), making it the world’s third-largest startup ecosystem. By 2025, the country had produced 118 unicorns and generated more than 17 lakh jobs through startups, the Ministry noted.
Government initiatives
Officials credited multiple government programmes with contributing to employment expansion. These include Skill India, Rozgar Melas, the PM Vishwakarma scheme, Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), PM Viksit Bharat Rojgar Yojana and the Lakhpati Didi initiative.
The Ministry said these interventions had supported job creation by boosting skills, providing financial support and widening access to formal employment opportunities in both rural and urban areas.
