NEEPCO has appointed Samiran Sinha Ray, a senior human resources leader from NTPC, as its new chief human resources officer as the organisation strengthens its leadership bench for future expansion. The company announced that Ray, who serves as chief general manager for HR at NTPC and is currently on secondment, will take charge of NEEPCO’s people strategy with immediate effect.
Ray brings nearly 35 years of experience across NTPC’s regional and project-level operations. He joined the state-run power producer in 1990 and has since held several senior roles overseeing HR systems, workforce planning and employee engagement across some of NTPC’s largest operational clusters.
Before moving to NEEPCO, Ray served as regional head of HR at NTPC’s Northern Region Headquarters in Lucknow, the company’s largest region comprising eight projects, two joint ventures and a major solar development at Nokh. He previously held additional charge of the Eastern Region-II headquarters in Bhubaneswar, where he oversaw HR functions across five power projects during a period of operational expansion.
Ray’s earlier assignments included leading HR at NTPC’s Eastern Region-I headquarters in Patna and senior leadership roles at major generation sites such as Farakka and Barh. He also worked with NTPC’s joint ventures, including NTPC–SAIL Power Company and the Bharatiya Rail Bijlee Company at Nabinagar, giving him broad exposure to complex project environments and cross-institutional collaboration.
His appointment signals NEEPCO’s effort to strengthen its human capital function at a time when public sector energy companies are facing increasing pressure to modernise HR systems, attract new talent and support operational growth. With extensive institutional knowledge and experience in large-scale workforce management, Ray is expected to play a central role in shaping NEEPCO’s people strategy as the organisation prepares for the next phase of development.
