Titles, roles and positions are not important as they do not make what people do in a job. No matter how the Chief Learning Officer role is defined, there needs to be a person who has direct accountability for making learning happen in an organization. Fundamentally, the role of a CLO is where he keeps the organization ready for the future while attending to the requirements of the organization to be competitive today.
